What is Yellow Ribbon Project?
The Yellow Ribbon Project was initiated by the Community Action for the Rehabilitation of Ex-Offenders (CARE) Network to promote effective, seamless 'throughcare' for ex-offenders. It integrates with corporations, welfare agencies and government organisations to help ex-offenders start life afresh. As resources are required to achieve this vision, the Yellow Ribbon Fund (YRF) was launched in June 2004 to develop, implement and support programmes for ex-offenders and their families.
Are you a registered charity?
Yes, we are. Yellow Ribbon Fund was granted Institute of Public Character (IPC) status in August 2004. Our Charity Registration No. is 01808.
Why is it called Yellow Ribbon Project?
Our inspiration comes from a popular song called 'Tie a Yellow Ribbon Round the Ole Oak Tree'. In the song, the lyrics "I'm really still in prison and my love, she holds the key, a simple yellow ribbon's what I need to set me free" aptly describes the constraints facing ex-offenders after they are released from jail. The Yellow Ribbon represents a second chance for ex-offenders to re-integrate into society, and that is what our organisation aims to achieve.
Who's your boss?
YRP is initiated and maintained by Community Action for the Rehabilitation of Ex-Offenders (CARE) Network. The Network is composed of eight agencies -- Ministry of Home Affairs (MHA), Ministry of Community Development, Youth & Sports (MCYS), Singapore Prison Service (SPS), Singapore Corporation of Rehabilitative Enterprises (SCORE), National Council of Social Service (NCSS), Singapore After-Care Association (SACA), Singapore Anti-Narcotics Association (SANA), and Industrial & Services Co-operative Society Ltd (ISCOS). SCORE currently provides the Secretariat support for CARE Network.
What is it that you really do?
The Yellow Ribbon Project organises public awareness programmes aimed at creating awareness of the need to give second chances to ex-offenders. It inspires corporations, grassroots organisations and government bodies to support the rehabilitation and reintegration of ex-offenders and to raise funds for the Yellow Ribbon Fund. The Fund supports rehabilitative and aftercare services to ex-offenders, and social support services for their families.
Who benefits from your services?
Through agencies and programmes dedicated to the rehabilitation and care of inmates and releasees, we help ex-offenders who have a genuine desire to change for the better.
Mohd Fahmi and Benny Se Teo are examples of two ex-offenders who benefited from the second chances they were given.
How much of my donation actually goes to help ex-offenders?
All donations go to the agencies and programmes listed in Beneficiaries. For more details, please refer to our financial statements.
What are the different ways that people give you money?
You can donate online through the Donation Portal, make a Fund Transfer or write a cheque. Individuals can also make provisions in their will to donate to YRF.

How do I buy a Yellow Ribbon? Is it available all year round?
You can email us to get your yellow ribbon via post. Each ribbon is available for a donation of S$2.00. In September each year, you can find yellow ribbons at selected retail outlets. Information on the outlets participating in the Wear-A-Yellow-Ribbon Activity 2008 will be released at a later date.
I know somebody who is in jail and his family could really do with some help. Where can they find aid?
On this website, you can find a list of agencies that offer assistance ranging from financial aid to employment and vocational training opportunities, marriage counselling and education grants for ex-offenders' children.
